I would change the sand or the "media" in the filter as it sounds like it may be "infested" with algae as well.
Algae can not grow if the chlorine levels in the spa are high enough for long enough periods of time. You could have algae growing in the pipes, filter or other less conspicous areas of the spa. Non-chlorine shock is not very effective in killing algae, and you should use regular chlorine and keep it very high for a few days. The spa may need to be closed to maintain chlorine levels at the higher levels...
